(Hyannis, Massachusetts) June 16, 2007. The analysis issued by the Missile Defense Agency yesterday establishes a “keepout” offset zone of 25 km for utility class windfarms from early warning radars. This analysis clearly shows the Cape Wind offshore project in Nantucket Sound is outside this boundary of the PAVE PAWS radar on Cape Cod and that the Horseshoe Shoal location is significantly a half-mile below the bottom of the main radar beam (2,600 feet) .
This new analysis confirms what Lieutenant Colonel Gentry, commander of the 6th Space Warning Squadron at the Cape Cod Air Station has previously said, “There will be no impact from Cape Wind,” referring to recent findings from the Air Force Space Command.
In addition, this new analysis shows the wind turbines in Hull Massachusetts are also beyond the offset zone.
For wind turbines that lie within the 25 km offset zone further study would be required to assess the impact of short range returns which may be mitigated by using conventional gain control and range gating techniques. This would be the case for proposed wind turbines on the Massachusetts Military Reservation as suggested in a recent letter from Congressman William Delahunt to military officials for reducing energy costs and sustaining the base. Mr. Delahunt has said “There is no other department in the federal government that understands the national security implication associated with our dependence on foreign oil. That is why moving the [MMR] toward energy independence without compromising military operations makes a great deal of sense.”
“The enormous benefits of energy independence, sustainability, and avoidance of greenhouse gas from the Cape Wind project are now ready to be realized as the potential for radar interference has been effectively removed,” said Barbara Hill, Executive Director of Clean Power Now.

Ibid., Figure 4, Range vs. Elevation for Bottom of the Beam shows the elevation at 25 km is 0.8 km (a half-mile).
