The "call" is to implement new energy policies based on decentralized control of energy, whereby energy is generated by regionally appropriate, reliable, and renewable resources, such as wind, solar, and geothermal.
According to a press release from Vestas, the turbine manufacturer, the decision to perform the repair and upgrade was made in July, and all the nacelles were re-installed by November 10. The final commissioning of the last turbines is expected by the end of the year.
"Vestas and its employees have demonstrated trustworthiness and the power to act by taking the responsibility for the performance problems at Horns Reef very seriously," the company said in its press release. Vestas went on to acknowledge that the lessons learned at Horns Rev were "expensive," and they have been "taken into consideration in the implementation of ongoing offshore projects."
Vestas claims that new turbine customers will be pleased that the company has taken a pro-active role in correcting the Horns Rev problems so quickly. A new order was recently placed for 36 V80 model turbines, which was used at Horns Rev, for a wind farm in Italy.
Viable and RobustAccording to Matt Palmer, Executive Director of the renewable energy advocacy group Clean Power Now, manufacturing problems with power generating equipment are not unheard-of.
"This is clearly not an example of a failed technology," he went said. "The Horns Rev project shows that off-shore wind technology is viable and robust, and capable of recovering from the same kinds of problems that may be found in other types of power generation equipment."
