Dear Secretary Kempthorne,

The nation is watching closely as the Cape Wind project, America's first proposed offshore wind farm, proceeds through the federal regulatory process that is under your watch. As the Energy Policy Act of 2005 granted the Department of Interior authority to review and permit alternative projects on the Outer Continental Shelf, we have been actively participating in the permitting process related to Cape Wind as well as the development of the programmatic rules and regulations.

Under your leadership and Director Randall Luthi's as head of the Minerals Management Service, we are witnessing the development of a sound framework to develop the significant alternative (wind, wave and tidal) resources to move us towards energy independence while at the same time developing a clean energy industry and mitigating the effects of climate change. We could not be more grateful for the integrity and transparency your agency has shown on this critical policy development.

As a supporter of Clean Power Now, I want to express my gratitude and appreciation for all you and your staff is doing to move the Cape Wind project forward toward the final environmental impact statement, record of decision, and lease.
